Bug Description

To receive a file from a paired device using bluetooth you must select "Receive files in Downloads folder over Bluetooth" in the Personal File Sharing Preferences. If the user does not know this, they will simply get connection errors on the bluetooth device (in my case an Android phone) and no errors or notifications on ubuntu showing why the error is occuring.

It would be nice to notify the user when an incoming file is being requested and this setting is disabled that this option must be enabled for transfers to work. This warning could then be disabled by a "Don't show this anymore" message.

As the Bluetooth stack is working these days, even on the 64-bit edition of Ubuntu 16.04.1 LTS, most of the recommendations to aggressively reinstall or reconfigure seem obsolete indeed:

I.e. the workflow when pairing a phone needs to be fixed to include prompting to tick those items (as attached),
possibly not suggest Bluetooth > Devices > Use your mobile phone as a network device (PAN/NAP)" by default,
as well as hints to turn Bluetooth off and on again once after pairing, on both the computer and the phone,
and that a little lock icon appears next to the Bluetooth icon in the taskbar once a file transfer has successfully been initiated.
Also, the meaning of the Reveal button in the pop-up notification may need to be clarified.
