Gnome-Tweaks often wakes up "OFF"

Bug Description
I use Gnome-Tweaks 3.34.0 in Ubuntu 19.10.
I also use 2 Gnome Extensions:
- Dash to Panel
- New Mail Indicator
Often (8 times out of last 20) after a fresh boot or login, I find the Gnome Extensions are "OFF".
The cause is that the ON/OFF button for ALL extensions at the top of the Gnome-Tweaks Extensions window is at "OFF".
Resetting this single button back to "ON" gets the extensions working again OK, until a subsequent boot or login.
My expectation is that Gnome-Tweaks settings should stay the same unless I change them, not reset themselves at boot/login.
I mentioned this problem & was told about the all-extensions button, in this Ubuntu Forum thread, which shows that at least one other user (tea for one) has the problem:
