[eoan] title bar transparent for several seconds on start (making gnome-tweaks unusable during this time)

Bug Description
With the upgrade to 19.10, when I launch gnome-tweaks, it renders the window, but the title bar is transparent for a number of seconds (and therefore the '<' icon is unavailable for navigating the tool). Eventually, the title bar is fully rendered and the tool works fine.
Launching from a gnome-terminal I see:

(at this point it is in the partially rendered state and it will stay here for 10 or more seconds, then, at the time it renders, these next lines are shown)

Possibly related, sometimes, but not always, when it is time to close the window, I need to click the 'x' in the title bar to close the window twice. Also, sometimes, but not always, on start I see the title bar rendered correctly briefly before it goes transparent, only to have it come back properly after a number of seconds.
I am using wayland, but gnome-tweaks displays the say behavior when run under Xwayland (eg, via xterm).
