Additional information: The above rapid flickering on cursor hover in GNOME-tweak occurs even after:

1) Removing <email address hidden> (a window decoration multi-function extension) -- no effect
2) Disabling ALL gnome-shell-extensions and restarting -- no effect

I don't think that this is a conflict between gnome-shell-extensions. I have restored both of the above, as they aren't causing additional problems.
