gnome-tweak-tool: hard to find how to enable the compose key

Bug Description

When trying to set the compose key in gnome-tweak-tool (version: 3.26.2.1-1ubuntu1) on Ubuntu 17.10, after navigating to Keyboard & Mouse, it is necessary to click on the label "disabled", which is very unusual, and it is hard to find it.

I expect to see a button, a drop down menu or a slider to enable and set the compose key, and not just a label where you don't see it is clickable.

This is more an opinion or a feature request than a bug, but it will improve the coherence of the GUI.

I think this is a themeing problem (because of the unusual code in GNOME Tweaks).

It's supposed to be a list box similar to what you see in the GNOME settings app (gnome-control-center) in Settings > Privacy.
