language detection not available

when application starts it pops up a message saying "Language detection not available". I checked the homepage of the program and it seems that it requires aspell for language detection. Since aspell is installed in my system, language detection should work.

Expected behaviour: language detection should work.
What happened instead: got startup message saying "Language detection not available"

Also had this message when starting but it disappeared after I installed aspell-fr. The message should be more explicit...

Once more than one language for "aspell" is installed, it detects the source language but doesn't show any translated text.
"[Custom widget creation failed.]" is displayed in the top center of the window.
No menu available, according to menu.xml there should be "File, Edit, View and Help".

This version is old an outdated, should be removed from Ubuntu.
