Desktop file icons using the high contrast theme are potentially unreadable

Bug Description

With the High Contrast theme enabled, the labels for file icons on the desktop are unreadable: black text, with no shadows and no background colour. Instead, in order to guarantee high contrast, the labels on these desktop icons should have a solid white background.

This issue is already filed upstream, but I am filing it again downstream because this occurs using high contrast with Ubuntu's default configuration!

The description for this bug report is about labels on file icons that are _not_ selected. (For example, with the default background you get thin black text on deep purple). Is that also covered for your fix, or should I file a new one?
