Keyboard shortcuts do not update in the menus unless Terminal is restarted

Bug Description
Steps to reproduce:
1. Open Terminal.
2. Remove the keyboard shortcut for full screen (by default, F11).
3. Save the settings.
4. Observe that F11 no longer toggles full screen mode.
5. Notice that the "view" menu still lists F11 next to "full screen."
Restarting Terminal correctly removes the keyboard shortcut from the menu item, but the shortcut should be removed from the menu as soon as the shortcut is no longer usable.
I'm not sure if this issue is related to global menus, but I will verify with Ubuntu 10.10 to see for sure.
