Switch-to-tab event caught even if the destination window is active

Bug Description

Binary package hint: gnome-terminal

This is a very minor feature request that I believe will have a very minor positive effect on the user experience.

Steps to reproduce:
1): Set the keybinding "Switch-to-tab-X" to "Alt+X" for X == 1..5
2): Open up two tabs.
3): Go to the second tab
4) Press Alt+2

Alt+2 it is captured by gnome-terminal.

In the second tab, Alt+3, will be passed to the application (because there isn't a tab 3). Yet Alt+2 will be caught even though it is effectively a null-op because you're already on the second tab. Passing Alt+2 to the app is a better practice -- it will help permit me to switch to channel 2 in irssi even if irssi is in the second tab.
