Show menubar by default in new terminals has no effect

Bug Description
I open a terminal window. No menubar is displayed.
From the 'amburger' menu I select Preferences and 'Show menubar by default in new terminals' nothing happens and next time I open a terminal i have no menubar.
If i right click on the terminal window and select 'Show menubar' i see the menubar but this option is not remembered next time i open a terminal.
