I have it in mine. Most of the things like file edit and what not have been moved to the top tray where it shows the time, but on the left hand side. I hated this behavior. To fix it

System Settings ~ Appearance ~ Behavior ~ Show the menus for a window ~ In the window’s title bar

According to
http://worldofgnome.org/opening-a-new-terminal-tabwindow-in-gnome-3-12/ ,
this is a deliberate change. You have to go into Edit/Preferences/General to
control whether "Open Terminal" opens the terminal in a new window or a new
tab, if you want to use the menu item (or use the hidden keyboard shortcuts
to choose either one, if you can discover them). I didn't think the original
menu was that bloated.

The only explanation for removing the menu item "File/Open Tab" is, that maintainers of gnome-terminal do not use Gnome terminal themselves. Also in 3.18.3 (Ubuntu 16.04) if I expand the terminal size to maximum (double click on the menu bar) it would not return back to its previous size when double clicked again.
