incoherent keyboard binding

Bug Description

Currently the following keyboard bindings are active by default

Shift+PgUp: Scroll up one screen
Shift+Ctrl+ArrowUp: Scroll up one line (learned this in question 32554)

Similar for PgDown and ArrowDown. This is obviously incoherent. I suggest to make it Shift+$actionkey and drop the Shift+Ctrl+$actionkey in all cases.

My 2 cents:

Shift+PageUp, Shift+PageDown have historically been the shortcuts for scrolling, hence application don't expect these keypresses to get delivered.

Shift+Up, Shift+Down, however, generate escape sequences that are useful for applications (e.g. select text in editor), it would be bad if these key combos were handled by the terminal itself.
