`apport-bug $PPID` takes much longer than `apport-bug gnome-terminal`

Bug Description

How to reproduce:
1. Open a GNOME Terminal
2. Either
2a. Run
apport-bug $PPID
or
2b. Run
apport-bug --window &
and click Close, then click on any GNOME Terminal window.

At this point, the "Collecting problem information" process indicator runs for over 11 minutes before producing a report summary (checked with `time`). `apport-bug gnome-terminal`, on the other hand, completed in less than 15 seconds.

Ubuntu 12.04 (precise) reached end-of-life on April 28, 2017.
