[network-admin] network won't launch gksu, and therefore won't run

Bug Description

When I launch the Networking System/Administration panel, or when I click on "Configure" button in the "Connection Properties", network-admin won't run. Instead, I get a window that says "The configuration could not be loaded" and "You are not allowed to access the system configuration."

The only way I'm able to launch it is to get a Terminal window and run it through sudo or gksu myself.
