time-admin should be accessible from clock-applet

Bug Description

Binary package hint: gnome-system-tools

To change your time you have to go to "System -> Administration -> Time and Date" which makes no sense since the clock-applet in the panel has already a preferences option. It would be best to integrate the time-admin program into the clock-applet preferences dialog or at least make it accessible from there. This would make it easier for new users to set up their clock (if they didnt so during the installation) and enable NTP sync.

That's not a bad idea, but since there are two completely different tools, merging them would require some work. Getting NTP support into the gnome clock applet isn't going to be easy, since there are a few distribution-specific things to tweak...
