Binary package hint: gnome-system-tools
Booted a desktop karmic alpha-4 livecd and tried to change the timezone. (This works with a Jaunty livecd.)
The first time I try, I get a popup saying that the configuration could not be loaded ("you are not allowed to access the system configuration"). This is probably the original cause of the problems; however, you don't get this popup if you try a second time to click on System/Time and Date, you get the normal dialog window. However it has two problems: 1) the map is missing and the dots representing the cities appear over a black background and 2) if you close the dialog, it crashes with a SEGV.
100% reproducible.
