Change Time Dialog Should Prompt for Password

After installing Ubuntu 8.04 on an old computer and rebooting, I was prompted that the system time was wrong and asked to change it. I clicked on the button to change the time and date which brought up the standard date and time dialog. Unfortunately, the standard dialog requires you to press "unlock" before it will let you change anything.

This is a great feature during normal use, but right after installation, it would be less confusing to be prompted for a password, rather than having to find the right button to press and then enter your password. This might seem trivial, but I imagine it could be confusing for a new user. (I am not sure if this is a GNOME issue or a policy kit issue. I choose Policy Kit, since it seemed more likely.)

This is an issue with the GNOME dialog, it would be possible for it
to request the authentication before showing the dialog if it wanted.
