[network-admin] shows encoded utf entities in location names

Bug Description

Network-admin apparently doesn't decode the location name before showing it, so it shows, for an example, "Kannelm&#E4;ki" instead of "Kannelmäki" in the fi_FI.utf8 locale. Attaching screenshot.

Thanks for the report.

I can confirm this on Breezy, g-s-t 1.4.0-0ubuntu10, en_GB.UTF-8 locale.

I opened System | Administration | Networking, selected 'Create location' and pasted the following string:

_a_ä_ē_ǽ_

(_<U+0061>_<U+00E4>_<U+0113>_<U+01FD>)

I then clicked OK. On opening the app again, the location dropdown was empty, so I selected the string. It was still displayed properly at this point. I clicked OK to close the app. I opened it again, and it was still displayed properly. This time I clicked the Cancel button. On opening the app again, the string had 'gone wrong'. I got:

_a_&#xE4;_&#x113;_&#x1FD;_

Once the string has messed up, it stays that way.

Could anybody try with edgy if you still have the issue? That works fine for me on my edgy desktop
