[network-admin] how to wifi without encryption is not obvious to users

Bug Description
On Ubuntu Breezy, daily build 20050924.
There is no way in the graphical GUI to disable to use of encryption for wifi
networks.
I had to manually run: sudo iwconfig eth0 essid myessid enc off
To disable it and connect to the unprotected wifi accesspoint.
