Installing NTP support fails with error

Bug Description

When setting Configuration to "Keep synchronized with Internet servers" in the "Time and Date Settings window", when NTP support is not installed, it opens a popup offering to "Install NTP support". However clicking that button fails with the following error:

"Could not install package

GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: The name org.freedesktop.PackageKit was not provided by any .service files"
