services-admin breaks service dependencies

Bug Description

Binary package hint: gnome-system-tools

This is easily reproducible in gutsy:

When I disable and reenable a service in gnome tool services-admin, its priority in runlevel 2 (the runlevel I am using) is changed to 50. This can cause problems easily, leading to many other reported bugs.

I can see that startup scripts in init.d have dependencies in their headers (#INIT INFO), so it would be good to take it into account.

Thank you for taking the time to report this bug and helping to make Ubuntu better. The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the development release - Hardy Heron. It would help us greatly if you could test with it so we can work on getting it fixed in the next release of Ubuntu. Reproduction of services-admin bug #174502
using live CD ubuntu-8.04-rc-desktop-i386.iso as of April 17

bug #69799 is essentially the same and has been confirmed in March 2007

After booting the live CD:
step 1: set up dbus monitoring and logging, start services-admin
step 2: list (original) acpid runlevel links
step 3: disable acpid in services list, list (changed) acpid runlevel links
step 4: enable acpid in services list, list (changed) acpid runlevel links

optional: monitor changes in /etc/rc?.d using package fileschanged (universe)
