can't activate ethernet connection

Bug Description
Binary package hint: gnome-network
I start up the Gutsy from CD with NO ethernet cable connected. Then I use the Network applet to set the Wired connection using static IP address. I click to apply changes and I plug in the ethernet cable.
The icon is signalising that I'm connetced to network, however not really. ifconfig shows I have no IP address. I must do /etc/init.
