users-admin doesn't completely delete user accounts

Bug Description
users-admin doesn't completely delete user accounts when the user's home folder has been encrypted and the user has logged in at least once.
Steps to reproduce:
1. Create a new user using users-admin, making sure to check "Encrypt home folder to protect sensitive data"
2. Log into new user account
3. Log out and back into original user account
4. Using users-admin, attempt to delete newly created account, opting to delete home folder. The account will disappear from the list of user accounts however the account hasn't been properly deleted and will reappear if users-admin is started again and will also appear in the login manager. The home directory has been deleted but the account persists in /etc/passwd.
Accounts are properly deleted when the user's home folder is not encrypted or the user hasn't logged in at least once.
