one CPU constantly lock at 100% when nothing is running

Binary package hint: gnome-system-monitor

I have a AMD 3 Core, processor. when running Ubuntu 10.10 and running the net it seems to lock a processor at 100&% even when I a done doing everything. I have checked system monitor and it says nothing is running at time.
