For what it is worth, I am also experiencing this bug. I'm running a dual six core xeon with hyperthreading (2x 6x 2 = 24 effective cores). Under the "Resources" tab all 24 cores are actively monitored however the "System" tab only shows 19 cores.

Release 12.04 (precise) 64-bit
Kernel Linux
GNOME 3.4.1
Processor: Intel(R) Xeon(R) CPU E5645 @ 2.4GHz x 19

Attached is my cpuinfo, which shows all effective 24 cores (Processors 0 - 23)
All cores are available to programs and the only downside appears to the the number of cores displayed in System Monitor "System" tab.

Could you please also check if System Settings-> Details -> Overview also reports the same?

System Settings> Details> Overview

Is also reporting 19 cores instead of 24
