Firmware upgrade always notifies to reboot the device even on immediate failure

Bug Description
If the firmware update request fails because of a network error or because the AC power is not plugged, or any other problem, gnome-software shows an error in an in-app notification, while sends a resident notification to gnome-shell that requests the user to restart the system, even if this is not really required.
