Ubuntu Software is unable to install a package for drivers for my Radeon HD 6450

Bug Description
Whenever I attempt to install a .deb package for radeon for ubuntu 18.04, instead of installing, Ubuntu Software goes to 100%, but then reverts the Install button back. Even worse, there is no error when this happens; the process begins, it stops, and the only information for the user to work with is that the Install button remained instead of turning into a "Remove" button. Not even a warning or error.
Expected Results:
Ubuntu Software alerts the user the package could not be installed with the reasons why, similar to dpkg -i
Actual Results:
Ubuntu Software runs through the installation in less than 3 seconds, and the Install button remains the Install button, the only indication that the installation failed.
