ctrl-f doesn't open the search box

Bug Description

In Cosmic if you hit ctrl-f the search bar appears for a second and then vanishes again.

On Bionic ctrl-f doesn't do anything, which could be preferred.

Confirmed, also reported on Debian https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=904313

There was an upstream report bug they dismissed it https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=904313

I tested on a fc29 live session and it works without issue there, maybe it has to do with one of the plugins?
