Uninstalled software [still] appears as "installed" [after uninstallation]

Bug Description
gnome-software center for Ubuntu 18.04 LTS is not removing Gnome Extensions and programs from the "installed" list after I remove/uninstall them.
In addition, newly installed Gnome Extensions are not appearing as "installed."

Just tested in a clean bionic VM.
I'm not seeing gnome shell extensions listed in the "Installed" section, not sure whether they are supposed to show up there?
As for regular applications, I removed vim, and it disappeared from the list, as expected.
@Jeb: can you describe a concrete use case where you remove an application and it's still listed in the "Installed" section?
