The update-manager has a lot more functionality to support smooth upgrades from one Ubuntu version to the next. Until gnome-software supports all of that, it would cause problems for Ubuntu to offer upgrades via gnome-software.

I use the update manager too, but implementing a manual upgrade into the Software Center as an optional way to upgrade instead would be a great option for users to upgrade at a later date if they choose to hold off on it, but not wait the full LTS cycle.
