Switch to using apt-config-icons

Bug Description

For Ubuntu 18.04 LTS, we'd like to have gnome-software depend on apt-config-icons instead of including the apt snippet in gnome-software itself. The change is virtually harmless as apt-config-icons includes the same apt snippet that gnome-software did but adds an icon size parameter.

apt-config-icons is part of appstream 0.12 (so these apt snippets are now upstream and can be shared among other appstream clients). appstream 0.12 is in bionic because of recent FFe LP: #1762292. This upload is just clean up basically from that FFe. apt-config-icons is already in main.

A major advantage of the new apt snippets is that users can easily get higher resolution icons by installing one of the other apt-config-icons-* packages. Some of those don't work yet because https://appstream.ubuntu.com/ will need to get a newer version of the appstream-generator software installed first.
