Installing snaps denied by polkit on minimal system

Bug Description

I installed gnome-software to attempt to install a snap. Installing a snap requires logging in to the snap store? The login dialog does not let me log in with my launchpad details, it shows:

GDBus.Error:org.gtk.GDBus.UnmappedGError.Quark._snapd_2derror_2dquark.Code9: Permission denied by Polkit

The log (attached) doesn't seem to have any other details. It doesn't seem to be trying to validate the credentials; anything will give the same error.

I don't have much Gnome stuff installed; I'm running i3wm without any gnome-session or anything running, but I haven't intentionally crippled or disabled any Gnome stuff either; it's only absent if it's absent.

A workaround is to install snap by command line as it doesn't require logging.
sudo snap install snap-name

there is probably a depends/recommends missing for polkit prompt to work as they should

The recommends should probably be on the snapd package, as the client doesn't know that Polkit is in use / directly interact with it.
