Bug Description

Using 3.25.4 from artful proposed, when installing a deb the progress bar goes to 100% at the start of the installation then drop and raise again, it was not doing that before

I think it's probably once for downloading and once for installation, slightly annoying I agree.

The same thing happened to me today, using yesterday's daily build of Ubuntu Budgie 18.04 (32bit) with all updates applied, using Gnome Software v3.27.92.
