software update failes if suspend while download, does not go on

Bug Description

The icons of the programms which should be installed stay in the dock until reboot, then they are gone, otherwise the title is "installling".

The Unity issue is bug 1553165.

It doesn't seem immediately obvious that gnome-software should inhibit suspend - if you use other methods to install (e.g. from the command line) these wont stop a suspend from occurring. Downgrading priority due to this.
