https://fedoraproject.org/wiki/Features/OfflineSystemUpdates is not working, it only reboots without actualy upgrading anything. Is there a plan to port services needed for this?

Ubuntu's version of PackageKit is too old, so this simply can't work without updating PK to e.g. the version currently found in Debian Stretch.
