Software Sources under menu is empty

Bug Description

STEPS:
1. Fresh install of 16.04
2. Open gnome-software
3. Click on the Menu and choose Software Sources

EXPECTED:
I expect to see it list the sources it is installing from

ACTUAL:
Shows Nothing.

It looks like the backend needs to implement gs_plugin_add_sources() which the apt one doesn't. It probably doesn't make sense to spend efforts on that this cycle though, software-properties is working well and it would be easier to just have the menu item calling that...
