gnome-shell hits 100% after running dGPU apps

Bug Description
After running some games under Wine, such as Elder Scrolls Online, sometimes gnome-shell gets stuck in a state where it's spinning its main thread at 100% calling drmModeAtomicAd
Note that this is using Wayland, though I called ubuntu-bug on a session under Xorg to try to see if getting away from Wayland fixes the issue.
