Screenshot ctrl-C doesn't work in keyboards that don't have "c"

Bug Description
Ubuntu 22.04 new screenshot tool allows to copy the screenshot to the clipboard by pressing ctrl-C. However, in keyboard layouts that don't have "c" in them (e.g. Hebrew, Arabic), the action is not executed. The expected behavior is that it would behave as in text applications such as gedit, in which ctrl-C works regardless of the keyboard layout being used.
I am guessing that gnome-shell is at fault, but there is no new executable when I use PrtScr. The behavior persists regardless of whether I'm using XWayland or Xorg.
To replicate:
* run a blank Ubuntu
* add Arabic / Hebrew keyboards
* switch to the keyboard
* press PrtScr button
* press ctrl-C
* <nothing happens>
