on screen keyboard appears when I touch the screen even though it is switched off in the universal access settings. I can't dismiss it without clicking on the touchpad. This seems to be a regression of a previous gnome bug

Looks like a duplicate of bug 1900196.
Also GsettingsChange s.txt doesn't seem to show the OSK as being disabled in either bug. Unless I'm looking in the wrong place.
