Revert "layout: Exclude hidden actors from struts"

A previous commit to mutter causes unintended problems for users. This commit is reverted upstream in gnome-shell 40.6.

I'm posting this as a Ubuntu bug in hopes that if gnome-shell 40.6 is not to be updated in 21.10 for sometime, that at least the commit can be reverted.
