Bug Description

Ubuntu 20.04.1 64 bit login form doesn't allow use ctrl+shift+u to insert special characters in password field. Account manager allows to do it. Installer from 18.04 and login form 18.04 allow to do it.

The login GUI is gnome-shell, not gdm3. gdm3 is just its parent/manager.
