Bug Description

1) The release of Ubuntu you are using, via 'lsb_release -rd' or System -> About Ubuntu
Focal Fossa 20.04.1

2) The version of the package you are using, via 'apt-cache policy pkgname' or by checking in
3.36.3-0ubuntu0.20.04.1

3) What you expected to happen
When selecting a layout on login screen (en), the setting would persist.

4) What happened instead
The setting was reset to default (de)

Steps to reproduce:
1. Install device with Ubuntu Focal Fossa

2. Perform first login

3. Add German language support

4. Add German keyboard layout

5. Logout

6. Change keyboard layout to German (de)

7. Login

8. Logout

Please try:

Settings >
Language and Region >
Manage Installed Languages

Now drag your preferred language to the top of the list and click 'Apply System-Wide'.

This does change the login layout and it persists through logins and logouts.

It was not the behavior in Bionic however - is this an intended change?
