can't rotate screen by 90 or 270 degrees

Bug Description

1) Description: Ubuntu Focal Fossa (development branch)
Release: 20.04

2) gnome-control-center:
  Installiert: 1:3.36.1-1ubuntu2
  Installationskandidat: 1:3.36.1-1ubuntu2
  Versionstabelle:
 *** 1:3.36.1-1ubuntu2 500
        500 http://de.archive.ubuntu.com/ubuntu focal/main amd64 Packages
        100 /var/lib/dpkg/status

3) I change the rotation of my screen to 90/270 degrees (its the vertical second screen of my system) using the gnome-control-center

4) the rotation changes are discarded and my two screen overlap as if the relative position of the screens was applied but not the rotation.

a few weeks back this still worked in the focal channel.
