Applications are not returning to the correct workspace

Bug Description
When I wake my display, all applications are showing on the same workspace, regardless of where they actually are. As soon as I switch workspaces, they all go to the right workspaces as they should have been. It's only when the display first wakes up.

I'm guessing this is another form of bug 1868911 so let's assume so until proven otherwise.
