Workspaces not spanning displays

Bug Description
Windows are not spanning displays. When in the GNOME overview (not actually sure what it is called, when you press the super key it shows you all your windows in the current workspace and shows the various workspaces as well) ONLY the windows in that work space appear, but when you go back to the normal GNOME view the windows not on the primary monitor appear (as if workspaces were set to not span displays).
I apologize about my confusing description--I do not know the GNOME terminology. If clarification is needed let me know.

I suspect this is another form of bug 1868911 / bug 1868896.
Did you find this problem is new in this week's updates?
