gnome-shell's alt-f2 r (refresh) kills non-gnome apps

Bug Description

Pressing alt-f2 then r refreshes gnome-shell as expected (though now windows have black borders) but it kills apps like Firefox, but not Feedreader, nautilus, nor, gnome-terminal (those are what I tested).

I expect that it should not kill any apps like in the old gnome-shell. This is useful since when gnome-shell hangs, I kill it and it refreshes. Now I can't do that without killing the other apps also.

I'm not currently in a position to look at restarting gnome-shell with 'Alt F2 and r' in any great detail but I have reported or seen similar issues during the cosmic, disco and now the **eoan** releases of Ubuntu.

So, I am confirming that this issue exists when restarting the shell using the aforementioned keyboard shortcut in the current development release (19.10).

'Alt F2, r and enter' should restart GNOME Shell and display any currently running applications but it has failed to do so correctly in recent Ubuntu releases.

Refreshing gnome-shell settings using tweaks allows me to refresh gnome-shell (alt-f2 r enter) without it killing Firefox, etc. Killing gnome-shell manually, through terminal, though still kills Firefox, but not gnome-terminal.

@shemgp, are you running with multiple workspaces? If so, what settings do you have set on the "Workspaces" tab in Tweaks?

I ask as I have been seeing this problem or at least one similar since the cosmic release.

I have 4 workspaces.
