Different input sources per window doesn't work when using grp:shift_caps_switch

Bug Description
Steps to reproduce:
1. Configure Caps lock to switch to the first layout and Shift+Caps lock to the last layout.
dconf write /org/gnome/
2. Configure different input sources per window
gsettings set org.gnome.
3. Try to use these shortcuts to switch layout in different windows.
Problem: Layout is changed, but globally, not per window.
This is unrelated to https:/
If I'm using Super+Space or just Caps lock to cycle through layouts, each window can have different layout.
