Scrolling the sound panel with the mouse wheel can result in sliders being moved by mistake

Bug Description

= Steps to reproduce =

1. Open the control center
2. Open the sound panel
3. Position the mouse in the middle of the panel and scroll up and down with the wheel
4. If a slider box moves to be under the mouse then the slider is moved instead of scrolling the window

Unsure it's really a bug, mouse wheel scrolling is supposed to scroll on sliders and it's always a chance that you end up over a slider depending of the UI/screen size parameters

IMHO, the mouse wheel shouldn't apply to horizontal sliders at all. It's too unintuitive, contentious about what the correct direction is (for Natural Scrolling), and a needless attempt at helping the user to avoid clicking and dragging. Plus, obviously, it causes this bug.
