Bug Description

I use two languages, Russian and English, therefore I have two keyboard layouts.
Keyboard indicator at the upper right corner of the screen shows either "en" or "ru"
with a small listbox like arrow.
However very often, especially at login screen keybord indicator is in "third" position
without any language selected and with a small arrow only. Typing in this mode almost always
results in a wrong language.
