Bug Description
Ubuntu 18.10 / GNOME Shell 3.30.1
ALSO
Ubuntu 18.04 LTS / GNOME Shell 3.28.1
Steps to reproduce on our end:
- Login (Xorg as default)
- Attempt to swipe up with finger from below screen
RESULT: It draws a thin vertical (desktop) selection box, but no OSK
- Logout
- Log back in, after first hitting 'gear' button to select 'Ubuntu on Wayland'
- ps -e | grep Xwayland #shows 'Xwayland' process is running
- Repeat swipe up with finger from below screen
RESULT: OSK shows up as expected
This has been verified both in 1920x1080 as well as 3840x2160 resolutions (also with various scaling options selected)

Thank you for your bug report. Can you add your journalctl log after triggering the issue? Swipping from the bottom on an inspiron 11 using the Ubuntu (x11) default session works here on bionic & cosmic
